Digital Product Passport: What CPR Manufacturers Need to Know

The Digital Product Passport (DPP) is one of the most significant innovations introduced by the revised Construction Products Regulation. By creating a standardised digital record for every construction product, the DPP aims to improve transparency, traceability, and sustainability across the entire value chain.

What is a Digital Product Passport?

A Digital Product Passport is a structured digital dataset linked to a unique product identifier—typically accessed via a QR code or data carrier on the product itself. It consolidates essential product information including performance declarations, environmental data, compliance documentation, and traceability details into a single, machine-readable format.

DPP Requirements Under the Revised CPR

The revised CPR mandates that construction products placed on the EU market carry a Digital Product Passport. Key data elements include:

    • Declaration of Performance (DoP): Essential characteristics and declared performance values
    • Environmental data: Carbon footprint, recycled content, and end-of-life information
    • Compliance records: AVCP system applied, certification body details, and test reports
    • Traceability: Manufacturer identity, production facility, batch or serial numbers
    • Hazardous substances: SVHC declarations under REACH

    Implementation Timeline

The DPP requirements will be phased in over several years, with priority product categories subject to earlier implementation:

    1. 2026 Q4: Delegated acts specifying DPP data requirements for priority categories
    2. 2027–2028: First mandatory DPPs for cement, concrete, insulation, and structural products
    3. 2029+: Extension to remaining construction product families

How the DPP Connects to Existing Requirements

The DPP does not replace existing compliance obligations—it digitises and extends them. Manufacturers still need valid test reports, factory production control certification, and Declarations of Performance. The DPP simply provides a digital vehicle for this information, making it accessible to market surveillance authorities, specifiers, and end-users alike.

    Preparing Your Organisation

Manufacturers should begin preparing now by:

    1. Auditing existing product data and documentation for completeness
    2. Evaluating IT systems for DPP data management capabilities
    3. Ensuring environmental performance data (EPDs, LCA results) is available
    4. Engaging with accredited testing and certification bodies to validate data inputs
    5. Monitoring delegated acts for product-specific DPP requirements

    How Amstelfy Supports DPP Readiness

As an accredited testing and certification body, Amstelfy generates much of the data that feeds into Digital Product Passports—test reports, certificates of constancy of performance, and verified EPDs. Our consultancy team can also assist with gap analysis, data structuring, and integration planning to ensure your DPP implementation is smooth and compliant.
